The black dotted band along the periphery of a car's windshield is called frit, a black enamel band baked into the edge of the glass, providing an etched surface to allow adhesive to bond to the glass. It also protects the adhesive bond against UV radiation and prevents it from getting weakened due to exposure to direct sunlight.
